"A service framework for all: every young man and woman will serve the state," Haredim, Arabs, Druze, religious and secular. The framework must pass "before the government is formed as a condition for its swearing-in"; quotas replace targets, so "only outstanding individuals will receive exemptions"; benefits go first to those who serve (translated).
